On March 10, 2019, General Secretary Xi Jinping joined the deliberation with deputies from Fujian province at the Second Session of the 13th National People's Congress (NPC). Chen Guoying, NPC Deputy, Member of the Central Committee of Zhi Gong Party and Chairman of Guomai Group, introduced to General Secretary Xi the exploration and practice of "Digital Fujian" and "Digital China" in Guomai from the perspective of technology integration and innovation.

Since the 18th National Congress of the Communist Party of China (CPC), Guomai has entered a new stage of development under the guidance of General Secretary Xi's thoughts on building a digital China and a cyber power. GMTech innovatively explores the integration of information & communications technology and automotive technology, thus forming the IoT technology. Flaircomm Microelectronics Co., Ltd., a subsidiary of Guomai Group, is the leading company of China on auto networking. It has become China's largest automobile Bluetooth (BT) provider and China's largest telematics control unit (TCU) provider, and is expected to become a star enterprise of Science and Technology Innovation Board in the near future.

Since the 19th National Congress of the CPC, the building progress of "Digital China" has been greatly accelerated. NPC deputy Chen Guoying said: “practice has proved that General Secretary Xi's long-term strategic decision to build ‘Digital Fujian’ led to the rapid development and growth of a large number of digital enterprises such as Guomai. Practice has also proved that the strategic prelude of ‘Digital China’ already began slowly in Fujian as early as 2000.”
At the end of the report, NPC deputy Chen Guoying put forward corresponding suggestions on promoting the development of science and technology innovation. He suggested that the state should set up a policy science and technology bank to provide medium-term and long-term low-interest loans for high-tech enterprises for 3-5 years. Otherwise, as the research and development cycle of science and technology products lasts too long, it would be difficult for high-tech enterprises to get rid of the financing predicament of "borrowing new loans to repay the old” and “investing in long-term projects with short-term debt".
At the beginning of the report, General Secretary Xi had a warm interaction with Deputy Chen Guoying. General Secretary Xi fondly recalled the decision-making of "Digital Fujian" in the past, which happened 19 years ago and the situation was still fresh in memory. After Chen Guoying's report, General Secretary Xi inquired about the development of Mawei National Hi-tech Development Zone. When Chen Guoying told General Secretary Xi that the Sanjiangkou Bridge is now open to traffic and it only takes a twenty-minute drive from downtown to Mawei, General Secretary Xi smiled delightedly.

Deputy Chen Guoying recalled that, in the end, the General Secretary made an important speech, emphasizing the need to create a good business environment for "innovation, entrepreneurship and creation", and pointing out that the state should provide an accelerating mechanism for the rapid growth of high-tech enterprises. “General Secretary Xi's remark impressed me deeply and touched me profoundly. I was determined to continue to increase investment and strengthen the scientific and technological innovation of Guomai Group.”
In fact, Guomai is currently using big data, IoT, artificial intelligence, blockchain and other technologies to accelerate the integration and development in the fields of vehicle networking, health, computing biology and others. We hope that those frontier technologies will be combined with traditional industries to truly realize the goal of being "close to society, close to people and close to enterprises", which was put forward by General Secretary Xi in the "Digital Fujian" strategy many years ago.
